On paper, the new law doesn’t eliminate food or housing assistance. Instead, it makes them harder to access, more complicated to keep, and less able to keep up with the rising cost of living.
That means more families will be caught in a cycle of endless paperwork and impossible choices—whether to put groceries in the cart or pay the rent.
Food Security: Stricter Rules, Rising Costs
Changes to the Supplemental Nutrition Assistance Program (SNAP), commonly known as food stamps, create a different but equally concerning set of challenges. The law doesn’t eliminate SNAP benefits, but it does make them harder to get and keep, while also limiting how much assistance can increase to keep up with rising food costs.
Under the new rules, states with high error rates in their SNAP programs must pay for a portion of the benefits themselves. This might sound like a technical administrative detail, but it has real consequences for families who depend on food assistance. States facing these financial penalties are likely to become much stricter about eligibility requirements and more aggressive about investigating recipients to avoid costly errors.
For families receiving SNAP benefits, this could mean more paperwork, more frequent check-ins with caseworkers, and more scrutiny of their personal finances and living situations. The process of maintaining benefits, which is already complex and time-consuming, could become even more burdensome. Some families may find themselves losing benefits not because their need has decreased, but because they couldn’t navigate the increasingly complicated administrative requirements.
The law also limits how much SNAP benefits can increase in the future to keep up with rising food costs. This means that even as grocery prices continue to climb, the assistance that families receive may not increase enough to cover the difference. For a family already struggling to put nutritious food on the table, this could mean having to make even harder choices about what to buy at the grocery store, potentially compromising their health and nutrition.
Housing: 400,000 Families Face Uncertainty
Housing assistance faces some of the most severe cuts under the new legislation. More than 400,000 people who currently receive help with rent through Section 8 vouchers, public housing, or other programs could lose access to stable, affordable housing. This number represents not just individuals, but entire families, including children who could face homelessness or housing instability.
The Emergency Housing Voucher program, which has helped 70,000 households avoid or escape homelessness, faces potential elimination. This program has been a crucial lifeline for families in crisis, providing immediate assistance to people who might otherwise end up living in their cars, in shelters, or on the streets. Its reduction means fewer options for emergency housing assistance precisely when families need it most.
The timing of these housing cuts is particularly troubling given the ongoing affordable housing crisis in many parts of the country. Rents continue to rise faster than wages in most metropolitan areas, making it increasingly difficult for working families to find affordable places to live. Reducing housing assistance during this period means that more families will be forced to choose between paying rent and meeting other basic needs like food, healthcare, and transportation.
